Nate - you didn't indicate your weight or the weight of your passenger so let me give you my views based on my circumstance and you can determine your own. The type of road also should be considered - smooth or rough, straight or twisty. First, it is somewhat accepted that the Savage rear springs are let's say, firm. For solo riding my 200 lb frame gets along fine in the softest (1st) position if i'm riding reasonably straight, smooth roads/highways with lazy twists and turns. I use the (2nd) position when carrying my 109 lb wife over the same roads or when riding solo on roads of a more intense nature. Serious twisties is where I would notch up to the (3rd) position even with a passenger. Only riding 2 up loaded to tour do I select (4th) position and this isn't something I will do regularly. Fifth (5th) position is reserved for when we get old and fat. Frankly I have never found a need for it.
